  • Illegally placed structural panels used to keep cement trucks from getting stuck in the lakebed. Note the lake waters touching the panels. Developer Roger Sortino placed these panels on the lakebed without proper permits from the US Army Corps of Engineers, in order to hasten the construction of his bridge.
